recurring alarm setting

here is what I am looking for.

silence for say 1 minute
triggers alarm
(alarm executes batch file to restart player)
still silence (player didn't connect to the stream properly) after same 1 minute delay
retrigger alarm, which would then restart the player again.

Any help would be appreciated

I'm a bit confused...what do you mean by "repeat?"
