The SD cannot recognize from the sound what type of media is being played. So the ogg stream is either played on different output device or its volume is lower (or there's a problem with stereo channel balance). Both can be adjusted in the SD.

audio card: creative labs audigyfx
stream: ogg.vorbis
player: KMPlayer
Silence Detector does not detect the audio, but the audio is there.

Note: Playing an .mp3 stream via KMPlayer, or local audio source  playing through VLC, , sound is detected.
Note: Using the PC's original built in audio "high def. audio device" the ogg stream is detected in all cases.
