You've checked several units and several PC machines so individual failure can be ruled out and the problem is solely related to the setup procedure. In that case, I have to refer you to the device PDF manual, where the setup procedure is described in detail. There's nothing special, just basic rules. If you are not experienced with operating Ethernet devices, get someone who knows the basics.
In particular, make sure that if one side is set as a TCP server, the other side is a TCP client, and vice versa. You don't need to deal with the RDS Spy connection at all, the RDS Spy is a part of the Magic RDS 4 package and, when the connection is working, it is accessible with one button without the need for any additional configuration.
Typically the time required for the setup in local network is ~2 minutes.
Please provide screenshots: TCP setup in the ConfigTool, Connection Overview in the Magic RDS 4 and DHCP configuration in your network router.
