Virtual Audio Cable
got it working. you need to use virtual audio cable as a "sub mixer". set foobar2000 to auto resume and repeat track, it has lot of useful third party plugins, such as a scheduler. the second foobar needs to be installed in an own directory and invoked if silence occurs. add more tasks with maximum delay (enough for a day). activation with parameter /play check "Break the alarm task" and interrupt second foobar.exe with /pause once silence is over and stream continues.
