... when requested data from the serial device is not fully transferred and the connection is closed.
Using telnet, this bug is not easy to reproduce because telnet is quick in receiving data. I'm just doing some trials using php and there it's quite obvious: send a command to a modem with echo on (ATE1) and immediately closing the connection. I'm then unable to reconnect to the remote port. Setting 'Stop' then 'Run' fixes the problem.
