But the com is (b)locked

Hello. I am trying to use Piracom locally. It's been stated that:
"Physical local COM port where the remotelly controlled device is connected."
But if I try to connect to for ex. COM1, and there is a device connected to the com (using a windows app), I can't really connect beacause windows locks the com in use (i.e. COM1 here). Am I missing anything obvious? I guess the Piracom can't connect to a COM if another app uses it.

Windows do not allow more applications to access the same COM port.
