Can remote COM Port run on the client side

I feel like there is something I am missing here.  I want to create a serial link over IP with the software and use the physical COM ports on a computer as the breakout to plug in RS-232 hardware (Broadcast Tools SRC-16 Plus) I would plug in a unit at the local and remote PC via the physical port.  This software seems to create a server connection, and then to only permit a connection to a virtual com port or device on the client side.

Any help which can be offered is apprecaited.
