Hello.
The manual of the Pira32 says: "External TA/EON1TA switch input allows you to control the Traffic Announcement parameter by an external device. This device can be a simple switch or a device with digital output."
Is it ok to use +5V out of an arduino to control TA?

Yes, the TA input is directly designed for that kind of use.
