Help file not loading and Connection timing out

After some power interruptions, we had to reset the IP address and it can now be accessed by browser, but some of the settings are messed up and the Help file will not load and trying to read or write always comes back with Connection Timed Out.  I have reset and even tried factory reset but it won't take it.  Some of the fields we programmed are still ok, others disappeared.
