Over Modulation When Using the Sync Cable

The Pira32 peeks the Modulation of my Ramsey PX50 transmitter but only when I use the sync cable. I cant find any way to turn down the audio levers. The Modulation is still high when I turn off the signal and even unplug the power from the pira32 RDS encoder. the only way to reduce the levers is to unplug the sync cable all together. Any Ideas?

Switch the RDS encoder to "Sidechain" mode as described in the manual, so that pilot will not go thru the unit.
 
The switch is located on the back side of the encoder, or it is on the board marked as JP2.
