The P175 is correct. I'll post a measurement protocol later.
I cannot comment the Audemat Navigator as I have never tried it but I must say that is it not first time I'm hearing about similar issue with this equipment. Several broadcasters using the Navigator 100 reported problems with measurement value stability and temperature dependence of the results.

I configured my RDS in the station where I work, and I used two devices to make measuring of khz: the FM navigator 10/100 Audemat and Pira 175.
The Pira 175 show 4khz, and the FM Navigator show 6khz.
Just curious, how to know the real khz value of RDS sistem?

Both devices has excellent reception of signal radio station
