I'm afraid I don't understand this question. No RDS encoder is in touch with RF signal so there's no limit of this kind.

If you use TV band 1 for feeding your transmitter, you can connect the PIRA32 to this link as well. The link transmitter must be equipped with wideband (MPX) modulation input.
