Silence Detector on One PC, one Audio Card

Scenario: Taking an Internet stream using Zararadio.  If Stream goes away (Usually caused by an Internet outage) I need to close Zara, start Zara with a different playlist and have it stay on that list until the stream comes back.  I know someone mentioned Virtual Audio Cables.  How could that work?
